In 2010, the Federal Motor Carrier Safety Administration (FMCSA) launched the CSA 2010 (Comprehensive Safety Analysis), initiative to improve truck and bus safety and reduce commercial motor-vehicle-related crashes, injuries, and fatalities. Now CSA (it now stands for Compliance, Safety, Accountability), is designed to assess vehicles and drivers on seven Behavior Analysis Safety Improvement Categories (BASICs).

The intent of CSA legislation is to provide a national system for making US roads safer for motor carriers and the public. The program is pro-active so that, before crashes occur FMSCA can address safety problems. Safety problems are monitored to determine whether a company’s safety record is improving or not, with the possibility of fines for poor safety records.

Fatigued Driving

The FMSCA describes fatigued driving as “operation of CMVs by drivers who are ill, fatigued, or in non-compliance with the Hours-of-Service (HOS) regulations. Example violations: Exceeding HOS, maintaining an incomplete or inaccurate logbook, and operating a CMV while ill or fatigued.”
